1. as a last (and short-term) resort in case spammers create several
hundred of comments a minute, thereby heavily straining system ressources

2. in case of a major update, to bridge the time until the new server is ready

ad 1. Could be worthwhile

ad 2. In most cases Antville won’t be running at all during a major update. 
Thus, we still 
need to show a static web server display – or a server error in the worst 
case when even 
Apache has to be stopped.
