Sometimes users want to disable the creation of new comments while keeping
the already published comments online, e.g. when they want to stop a flame war.

So in case users disable the creation of comments in the story editor form,
it would be nice if they got the option to decide if already published
comments should stay online. (The default setting should be keeping them
online.)
